“Wilhelm Philipp's work is all about the necessity of playing witness. His vision of the city is not exactly detached, but in its sheer force of documentarian spirit it is carving out a niche which Wilhelm alone can occupy.

The metamorphosis of Box Hill is a localised problem and requires a local eye. In the knowingness and feelingness of Wilhelm's camera, he does justice to the suburb which raised him and which is shedding its skin with the turning of the seasons.

This book is thus a kind of artefact, an archive of the present. In it we find things unwitnessed by eyes. Wilhelm is not exploiting an aesthetic, he's compiling a visual record of moments and faces which, if not for his camera, would be lost to us. His will to memorialise Box Hill, and to in turn immortalise it, is born from an innate sense that whatever transformation Box Hill is undergoing has extraordinary significance.

This is not simply an inversion of an earlier transition, where a suburb of the greater metropole is reverting into a regional village. Rather, Box Hill is becoming a kind of satellite city. Old and new times are still standing side by side, but in this ground war, the incumbent can only hold on for so long.
